Job Description

We are looking to grow our Programme Office team at The North Wales Economic Ambition Board (NWEAB) and are now looking for a Growth Deal Programme Manager to join us and help deliver the Growth Deal for North Wales.  This role will give you the opportunity to work with multiple partners across North Wales; have flexible working arrangements, generous annual leave entitlement, a local government pension scheme plus training and professional development opportunities within a supportive environment. 

The Growth Deal includes a suite of innovative and transformational programmes and projects that will contribute to driving forward the economy in the region.  The Board has already set a strong foundation to deliver the Growth Vision, exploiting the opportunities as well as addressing some of the challenges facing the regional economy.   Now is an exciting time to join the growing team at the forefront of delivering positive change to North Wales.

The Advanced Manufacturing programme will deliver world-class resources in sector-leading facilities, building on expertise in the region to maximise economic impact from research and technology. The Land-based Industries and Tourism programme will build on the well-established agricultural, food and drink sector in North Wales, as well as supporting further investment in high quality tourism to extend the tourism season.

Both the UK and Welsh Governments, and the Board, also recognise that the Growth Deal will be a key component of North Wales’ economic recovery post COVID-19.

As the Growth Deal Programme Manager your responsibilities will include:

  • Managing the programme budget up to £100m, monitoring expenditure and costs against delivered and realised benefits;
  • Managing a team of up to 5 people;
  • The co-ordination of joint and inter-dependent planning and implementation of projects within the Deal and Vision;
  • The development, negotiation and agreement of business cases for all projects;
  • Management of individual project design and planning, implementation and conclusion;
  • Leading on the Advanced Manufacturing and the Land-based industries and tourism programme;
  • Leading on negotiations with UK and Welsh Government on matters relating to the programmes;
  • Establishing strong regional and cross-border relationships to support the delivery.

We are interested in speaking to people about the Growth Deal Programme Manager role with the following skills and experience:

  • Degree / postgraduate in a relevant field (or equivalent);
  • Knowledge of topic – either Advanced Manufacturing or Land-based industries and tourism;
  • High level negotiating skills including securing approvals within complex governance arrangements;
  • Experience of prioritising strategic opportunities and securing consensus for project selection;
  • Good knowledge of project management methods including techniques for planning, monitoring and controlling;
  • An understanding of financial management practice, procurement processes and budget management;
  • IT literate with working knowledge of Word, PowerPoint, Excel and relevant databases and social media;
  • Ability to present, use and interpret information confidently.Whilst the ability to speak Welsh is desirable, it is not essential for this role.

The North Wales Economic Ambition Board (NWEAB) is a partnership of the 6 Local Authorities: Gwynedd, Anglesey, Conwy, Denbighshire, Wrexham and Flintshire, along with Bangor University, Glyndwr University, Grŵp Llandrillo Menai, Coleg Cambria and the North Wales Mersey Dee Business Council.  The Board’s purpose is to deliver the Economic Growth Deal to North Wales and fulfil a fifteen-year vision to grow the economy and improve productivity.

In return, the Growth Deal Programme Manager will receive a salary of £50,368 - £53,234 pa.  This is a full-time role however we will consider flexible working requests for the right person.  Initially this is a fixed term post until June 2023, with the possibility of an extension.
